About KIWMC
The Nasarawa State Government in collaboration with Beacon Energy Development Services (BEDS) and Blackaion Capital intends to operationalize and expand the current Community Based Waste Recycling Plant in Karu, Nasarawa State. The Nasarawa State Waste Management Bureau (NASWAMB) is an agency under the Ministry of Environment and Natural Resources that is ultimately responsible for Municipal Solid Waste collection, transfer and disposal in Nasarawa State.
Following the installation of a Plastics recycling plant in Auta Balefi (a district in Karu Local Government Area) near Abuja by Leading Diagonal Engineering Limited, the Nasarawa State Government failed to operationalize the facility. Overtime, certain assets have deteriorated or have been transferred out for other use. In order to arrest the further deterioration of the facility assets, the Nasarawa State Government signed a Concession Agreement with Beacon Energy Consortium to take over, rehabilitate and expand the Auta Balefi recycling plant and related facilities for conversion into an Integrated Municipal Solid Waste Management complex under a Design, Build, Operate and Transfer model and implemented through a special purpose joint venture vehicle called the Karu Integrated Waste Management Company (KIWMC).
The project aims to decrease the amount of waste destined for landfilling and dumping by the recovery of recyclable materials and by producing renewable energy in the form of electricity. The State is also desirous of building its internal capacity in modern waste management best practices and expanding the role of community members in Karu’s waste value chain. With support from Nasarawa State’s environmental agencies, the Concessionaire will leverage third party groups, such as Waste Management Brokers and community associations to foster the collection of post-consumer plastic waste.

Approach
Phase 1
Start-up operations and maintenance of existing 3 tons/day polythene recycling plant, management of, production, marketing and supply of pellets to identified off-takers.
Phase 2
Expansion into material recycling facility that can process a broader range of municipal solid waste such as paper, wood, metal and glass and conversion of waste to energy.
The Auta Balefi
Recycling Plant
The Auta Balefi recycling plant was constructed in 2019 and has a production capacity of 250kg-400kg per hour. The recycling plant is part of the community waste management systems established by the federal government in 26 states across the country to facilitate a clean environment and reduce environmental pollution from solid waste in Nigeria.
The promoters intend to produce and market high quantity end-products (pellets) which is dependent on the quality of the feedstock and the impurities therein. In order to achieve this, it is therefore imperative that KIWMC to support the capacity of NASWAMB in the upstream segment of the value-chain – waste collection, sorting and transfer, prior to entry into the processing stream at the facility.
Waste material can be sourced from the Tundun Wada Landfill located approximately 3 km from the facility, in addition to those in the Federal Capital Territory which has at least four landfills/dumpsite (Kubwa, Dutse, Gosa and Karshi) that can serve as a source of waste to the facility.

Milk and juice bottles, household containers and bags.
- PVC
Clear trays for food and toiletries, bottles and cling film.

Frozen vegetable bags, milk sachets, consumer bags and squeezable bottles.
- PP
Yoghurt and margarine cups, ice cream containers and bottles caps.
- PS
Food and meat trays, food clear packaging, CD cases.
